Bounties after CP9

How do these make sense? The Straw Hats forced CP9 to use the Buster Call on their own base, waged war on the World Government by burning their flag, and destroyed all of CP9's members. How is it that their bounties are so low (aside from Luffy). Zoro defeated Kaku who was one of their top assassins, and he only received a bounty 6x that of Arlong? What? The others being well below 100 million does not make a whole lot of sense to me either.

The bounties in OP don't make a whole lotta sense in general. A semblance of an explanation is that bounties are based more on threats to the government than power. Luffy, being the captain of the crew, is far more threatening than all of the others. Luffy was also the one who declared war. Someone like Zoro, on the other hand, is merely Luffy's follower, not to mention I'm not sure if anyone in the government actually knows who beat who. Bit of a halfassed explanation and still doesn't quite cover why Nami would have a lower bounty than fucking Don Krieg for example, or why Robin's bounty would only go up by 1 million now that she's both knowledgeable and powerful, but eh.

But anyway it is pretty arbitrary and doesn't make too much sense on the surface.

To add, Chopper's bounty is nothing because they assume he's merely the crew's pet. So they don't really know much about the details of these incidents. So the thought process is likely, "Okay, Luffy's crew did this and Luffy, notably, did this fucking thing, so let's give him this bounty. As for the others...well, Zoro's the pirate hunter, Nami doesn't really look like a fighter, etc."

Luffy and Zoro are more of a threat than the others. Defeat those 2 , and the rest won't harm the world.

And their bounties are high enough at that time. You'll understand later.

Kyo basically gave the closest thing to the truth. Given the only thing people talked about after the instance was Luffy beating Lucci, it's highly unlikely that the WG knew of who beat the rest, since Luffy VS Lucci was also the only battle there to have Marine witnesses. After all, nobody later on talked about Zoro beating Kaku, etc.
