I don't think I can see eye to eye with anyone dismissing Goku's and Piccolo's stated BoZ levels. The other BoZ levels being bad isn't a good enough reason to me.

It's a literal plot hole. EDIT: But, if we played with it, we'd pretty quickly get back to "normal" with Goku's stated 60k power. Goku's gap over the Ginyus would be much larger, which would give us a larger starting point for the standard speed blitz gap. Something like 60k/27k = 2.22x.
