I think Base Vegetto should be stronger than Super Gogeta based on the implication that Base Gokhan would be "ple-enty" against Buutenks. It would also coincide with Elder Kaioshin's statement of Vegetto being the strongest.

It doesn't make sense any way you spin it. He had no problems using it against Jiren and Moro initially. Against the two of them, the ki drain only became an issue once he got the Galactic Prisoners involved.

I'd say Super Saiyan 3 being a boost 2x greater than Super Saiyan 2 works well. I definitely think Super Saiyan 3 compares to 2 in the same way that Grade 3 compares to Grade 2. It should be much greater.
