This is a fair point. I think Toriyama definitely wanted Dabura to be comparable to Cell but either changed his mind or didn't think it was that big of a deal when he decided to have Gohan fight him as a Super Saiyan. I don't ever think the intention was to compare him to a Suppressed Cell...

That's the point. It doesn't matter to the reader since the statement is given with the knowledge that the readers are aware of Piccolo's weighted clothing. I don't see the issue regardless but I also don't see the issue with Unweighted Piccolo being slightly above First Form Frieza.
