Is he faster than Ginyu? Ginyu himself called Burta's speed the greatest in the universe, so I would say yes, but it would have to be purely travel speed wise, as in an actual fight, Goku wasted Burta, while Ginyu kept up just fine. That or maybe Toriyama just forgot :idk
