The Multiplier doesn't matter, it's about efficiency. Grades 2 & 3 could be x5 x10 or 30 or 40, just means it takes a Buff/Boots for those states to get to that level of raw power whereas Grade 4 gets there & beyond naturally & easily without a Buff/Boots.
