I used to try to make up my own numbers for Saiyan and Freeza. But then I realized it’s only good for experimentation. I now think the best way to look at the numbers presented in those sagas are as a foundation for later Sagas. It’s not even good to make up numbers for Dragon Ball/Part I, IMO.

Freeza and Piccolo Daimao were more complex than Cell and Boo. One wanted to take over the universe forever and the other wanted the world to be lawless in his prime. Cell is better than Boo since while he at least wanted to be the strongest in the universe, he still wanted to destroy the solar...

I have Boo Saga Piccolo equal to his Gekiretsu Kodan, Kaioshin and Pui Pui in the Imperfect Cell range, and the Base Saiyans in the Semi Perfect Cell range. Semi Perfect Cell takes this with low difficulty.
