Whiskey Peak itself is just a setup arc. It has barely a story on it's own. Arlong Park has all the emotion, character development, and a grand finale to a story that is arguably on the upper tier as far as One Piece is concerned.

I think that would be a really big missed opportunity, and quite a letdown. The arc was foreshadowed since Little Garden. Usopp is very adamant about that island.
