17/18 power discrepancy

What do you think the difference between the two is? On one hand we have 16 grouping them together as essentially the same level of power, but 17 does state his superiority. But we also have this entry making it sound like the difference is noticeable..

They're still put in pretty much the same ballpark in most strength statements and none of the Z-Warriors ever call out #17's power or movements as being clearly above #18, so probably no more than a 10% difference. There is the route of going #17 >> Weighted Kamicollo ~ #18 based on #16's statement, but the anime's script has #16 saying the unknown power was comparable to both Artificial Humans rather than just #17, which seems to work better in regard to the afformentioned.

Idk, I'm starting to wonder about that insert about 18 being suppressed. 17 and 18 were already so incredibly powerful in comparison to Gero's projections on the Z Senshi, would minimally reducing 18's power as a test even serve a purpose? I figure he'd dial it back somewhat noticeably to even make it worthwhile.

I don't think 18 rivals her brother. #17 does claim no power rivals his own, plus if Gero suppressed 18 with the intention of making her more controllable, i doubt it'd be for such a small gap.

You're not taking 17's mental health into consideration. Multiple personalities are very much a thing, so perhaps he refers to himself as "us". This is 2017 bro, start being progressive.
