I get the feeling that the gap between his 3 First Forms remained in the Arc de RoF.
Freezer First Form is far superior to Gohan Boo, therefore, Freezer Third Form (Arc RoF) should not reach the power of Vegetto SSJ (Boo).
Goku and Vegeta SSJ2 (Arc BoG), were at least superior to Ultimate Gohan, therefore Vegetto (Arc BoG) should be >>>>> Vegetto (Boo). Goku after being defeated by Beerus, ruled out the possibility of merging with Vegeta, which means that Beerus (Totally Suppressed) is> Vegetto SSJ3 (Arc BoG) >>> Vegetto SSJ3 (Boo) and Vegeta SSJ2 (Enraged) overcame power of Beerus (Totally Suppressed). Therefore Vegeta wins.
