In my opinion it was when Goku tells Vegeta that he was stronger than him prior to the Cell Games.
At what point do you believe Goku and Vegeta's rivalry ended?

Yeah, then really but even then I don't think Goku tried to actively surpass Vegeta anymore even before. You could say it was because there wasn't much time, since Freeza & Cell happened back-to-back on-screen. He was focused on surpassing them more and post-Freeza he surpassed Vegeta for the time-being anyway.
After the RoSaT I think it was done in Goku's thoughts though and only Vegeta considered him a rival.

I agree, even before, he doesn't have any problem on letting him train first in the ROSAT alongside Trunks even though he knew he was stronger than him.

I don't know if it ever truly ended. Goku treated him like trash after his RoSaT trip, but Vegeta quite literally was trash to him. He seemed pretty excited to fight Vegeta at the 25th Budokai.
I think in Goku's mind it was still a friendly rivalry.

Goku is a saiyan addict to fighting, so he will be always excited of fighting someone strong. Goku was also excited to fight someone stronger than Freeza back in the Android arc just as he was excited to fight someone stronger than Vegeta prior to the Namek trip.

I don't think AT would've devoted an entire page to Goku and Vegeta both being excited to fight each other (with Goku being surprised at such a turn of events, pleasantly), plus a half of the Babidi's ship portion to Vegeta's inferiority complex and him accepting Babidi's mind control to get strong enough to fight Goku on even terms... if he didn't think there was a rivalry worth investing in. The chapter where Vegeta admits inferiority is even called Vegeta and Kakarrot, and the last panel of the Kanzenban manga page is devoted to Vegeta vowing to defeat Goku one day yet again.

It never truly ended. As late as EoZ Vegeta is still saying he’ll catch up to Goku. They just got more friendly as Vegeta became a good guy.

Personally I'd say the rivalry didn't so much as end, but I saw the most significant change post FnF. Vegeta's speech during the fight with Kid Boo implies it ends there, but after Goku achieves God power, it does spark up again in Vegeta, not wanting to be left behind. Vegeta achieves this too off screen, so I can't pinpoint an exact moment, but after he achieved it, Vegeta seems to be more focused on veering into his own direction with his power rather than match up with Goku. This is exemplified with his attaining of SSJBE, learning Spirit Fission, and then admitting that UI isn't for him, going on to UE instead. Plus, in the Broly movie, when pressed by Whis, he states that he strives to get stronger to keep Freeza in check rather than stay on par with Galu.

Yeah but even post-Broly Vegeta doesn't miss the chance to brag that he was more talented than Galu to be able to master Spirit Fission and learn Teleportation so fast, says he won this time etc.
It does seem like Vegeta was glad he caught up to Galu's God and Blue powers and was stressed about Goku one upping him with PSSJB and then going on to keep surpassing him with UI. Even in GT Vegeta gets fired up about being able to become SSJ4 in his own right.

Well, Goku and Vegeta at that point had a lot of story together. Plus, is on Saiyan psycology to get excited the more stronger the oponent is. The fact that Goku hided SSJ3 during that encounter truly hurt Vegeta's pride. Vegeta got emotional while watching how strong Goku and Kid Boo were and thinking how different they are as people (Goku and Vegeta), he also thought that Goku was all the time holding back for his sake, until he discovered that the reality is another, if anything, the one that doesn't care for Vegeta is Goku (as he is far from his league) and the one that is always trying to find a way to surpass Goku is Vegeta. That is far from being a rivalry.

Goku still openly said Vegeta had promised to have a final fight with him after he fled from Earth when Freeza was torturing him. He also could've just teamed up with Gohan to beat Vegeta without SSJ3 and not gone against Kaioshin's wishes, especially when they still had Dabura and Boo to deal with, but he chose to threaten his life to settle things with Vegeta one on one. It's clear Goku's wish to fight Vegeta in a fair fight often overrides his better judgment, Goku wants to settle his rivalry with Vegeta even if Vegeta is much more obsessed with it.
