So I can't see Goku being so high above #17/#18 that he'd be even stronger than the likes of Piccolo.

That's a tough question. I'd have the kids somewhere around #18's power, since the fight really doesn't suggest their base was multi-fold above her, but at the same time I'd have base Gohan not too far off from Goku and Vegeta.

This would make the kids poop compared to Gohan, but all I have to do is increase the kids SSJ multiplier, to put their SSJs around Gohan's SSJ level.

If Goku/Vegeta looks at Dabura who's considered to be Perfect Cell level like they aren't sweating him, then i'd say base Goku is around Perfect Cell level in the Buu saga.
