We already saw this fight, nothing changes. Goku uses skill and technique to make up for the power difference before Caulifia adapts to Goku's fighting style and starts beating on him.

If ignoring Super logic though Caulifia 1 shots.

Caulifla stomps. Goku already needed SS2 to fight against her in their first match. It wasn't until after he improved his reactions via Ultra Instinct that his base form stood a chance against her SS2 form.

Assuming that this is not limited to the rules of the ToP, I can see Goku winning this with high difficulty.
