I just watched base Goku vs Rild and I think a 90/100 gap might be a bit too much. I saw them as pretty evenly, with just a slight advantage in Goku's favor.

1.) I kind of forgot why I put him where he is (which is bad since I decided on it last night). He's a pretty insignificant character in the long run anyway, so I don't care too much about his placement. I'd be willing to change it if there was anything suggesting my level for him was wrong.
2.) No, as I just assume that Gohan merely trained to maintain his power and unlock Super Saiyan again. It makes things easier to fit in the Baby arc, and I also think it's reasonable as even if Gohan trained, I doubt it was rigorous like Goku or Vegeta's training.

EDIT: Even with Trunks' help, Goku still hard a hard time overwhelming Lood with Super Saiyan, so I think that level can work. I'd maybe lower him a little bit at most.
