Not sure about anything to do with FT feats, so I can't judge Lucy. Excluding her though, I'd probably say Rukia's absolute zero freezing should be enough to freeze everyone. Then again, considering the potential power of machinery in DBZ, it wouldn't be out of the ordinary for Bulma to make a mech strong enough to wreck the competition.
