Is he faster than Ginyu? Ginyu himself called Burta's speed the greatest in the universe, so I would say yes, but it would have to be purely travel speed wise, as in an actual fight, Goku wasted Burta, while Ginyu kept up just fine. That or maybe Toriyama just forgot

The only piece of info i get out of this statement is that Butta was faster than other similar PLs

I think Butta was the fastest when it came to natural speed as well. In the Ginyu Force, at least. Ginyu Goku said his speed was greater than it was in his normal body.

In battle, Ginyu would definitely have to be faster. I don't think it'd make sense for Ginyu to note that Goku is faster than himself if he knew Goku easily dominated Butta. Unless he assumed Goku got lucky with landing a hit, which wouldn't make sense.

He was most likely talking about travel/flight speed, which doesn't necessarily correlate with combat speed/reactions too well, except perhaps in the case of SSJ Gotenks' travel feat.
