Chi-Chi (23rd Budokai) vs. Majin Videl

Anyone who's anyone knows what Tokumei Kibou can do to regular Videl but what about a Majin Videl? Spopovich, who was a bad and clumsy fighter before the power up, went from Mr. Satan mopping the floor with him to shrugging off having his neck broken in an almost 180°... so I wonder what it can do for someone with MINOR ki control.

Spoppo is barely BODB tier. There's an enormous gap between BODB and Chichi. I don't think Videl would
become that much stronger.

Videl wouldn't get much of a boost from being a Majin imo. Logically, someone without much evil in their heart shouldn't get a large boost. I'd find it hard to see Majin Videl even proving a challenge for the Bear Bandit, let alone someone who's at minimum on par with the top tiers of the 22nd TB.
