Goku dodged it all so was still leagues above her, while Drum trounced all over Tenshinhan who was not that weak (in fact didn't Tenshinhan fight Goku in the 23rd?).

Drum trounced 22nd Budokai Tenshinhan. 23rd Budokai Tenshinhan was stronger than Piccolo Daimao.

I might have to reread Herms' statements about initial Goku (23rd Budokai). How strong was him? What we really know is:

Initial Goku >>>> Chapa-o (23rd Budokai) >> Goku (22nd Budokai/initial) ~ Kuririn 22nd Budokai >> post Karin Goku

Chi-Chi showed far better feats than Chapa-o against this same Goku, warranting even a move that awakened even by a little bit Piccolo Junior surprise. So it's safe to say Chi-Chi >> Chapa-o. But we must figure out how strong is initial Goku, from the 23rd Budokai.

At the very least Initial Goku was much, much higher than 22nd Tenkaichi-Budokai Goku.

Imo Chi Chi wins here. Weighted Goku at least put some effort into blowing her out of the ring, and I think he says he overdid it a little, yet she still managed to get up without too much injury. Someone like Drum would take zero effort to defeat at this point of time.
