Could SSG3 Trunks initially be faster than SSG2 Vegeta?

Rereading the fight for a different topic, I noticed Trunks really didn't do too poorly against Cell at first. It's after he pumped up to full power that Cell began to nonchalantly dodge his attacks. When he initially transformed to Grade 3, Trunks was able to dodge one kick from Cell point blank before being tossed around – which is already more than Vegeta can say – as well as defend himself from Cell's flurry and take a few of Cell's hits without noticeable damage.

Could it be something like...

SSG3 Trunks (initial) *remember he hadn't surpassed Cell until going to full power*

I think Cell was fucking around, considering he knew what Trunks' plan was.

When he made that second power up he didn't even bulk up any, so I don't know if it would make him slower.

If Grade 3 Trunks showed two powers (USSJ1 and USSJ2) and USSJ1 was faster than ASSJ Vegeta, it makes me
wonder why Vegeta didn't want to use USSJ1. Perhaps it's energy consumption was that high? Huh? Zombies?
