That's Weighted Goku when he means business (not really)... this is the Weighted Goku that dropped King Chappa like a fly and Chi-Chi was able to give a run for his money before he pulled his Kobushi no Shougekiha on her.

I don't believe Goku was necessarily using a different level of power. He avoided hitting her and had a bit of difficulty dodging/blocking her attacks but that was only because he wasn't interested in the fight he just wanted to figure out who she was, once he got interested he one-shotted her with a gust of ki.

Goku's strength increase wasn't noted till around his fight with Tien.

I also doubt an opponent he could easily one-shot an opponent that can give him trouble (if she can nearly surprise him with her initial attack and force him into the air then he's definitely paying attention)... he was obviously just distracted by her seemingly strange behavior. He was plenty interested in fighting her in the anime before she brought up personal shit he couldn't understand into it.
