I have
Tien > Krillin > Yamcha > FP Daimao > Tao >= Initial

So yes, Tao wins with high difficulty

I think they are essentially the same power. Tao Pai Pai's super Dodonpa could really damage this Piccolo, as I think his Supa Dodonpa is on par (if not higher) than full power young Piccolo. I think Piccolo would dodge the Supa Dodonpa though.

Piccolo Daimao young (initial) would win after a hard battle.

I'd be tempted to give this to Piccolo. Despite Tao's reputation as an assassin, I don't think he's as skilled as Piccolo. He loses after a good fight.

Super Dodonpa has a homing function. The only way to counter it is to cancel the attack (or to trick the opponent into hitting himself I guess, but I doubt Piccolo'd try that).

True, totally forgot about that. Do you think the Super Dodonpa could hurt young Piccolo? By Kuririn's and Yamcha's reactions, I'd say it's a big deal (at least stronger than them).

Roshi and the others thought it'd kill Tenshithands I believe, so initial Daimao would be hurt pretty badly by it.

Only Tsuru-senin thought it would kill tenshinhan. Roshi and bulma were worried. Goku knew tenshinhan completely outclassed him.

I just don't see cyborg tao being strong enough to bother any piccolo. Nothing in his utter manhandling by tenshinhan warrants that level of power.

Tao probably shouldn't be thaaaat underestimated, while I agree he's near-definitely weaker than Yamcha based on the latter's eyesight being able to keep up with Ten until he went full speed, there's likely a large difference between initial and full power young Daimao, and people weren't all that particularly shocked by Ten's power against Goku despite them fighting at a level above young Daimao at his full power. Even if he didn't resort to going all-out against Taopaipai, I could feasibly see him being above initial Daimao at the time since Goku gave him some credit for one-shotting Tao

Krillin and Yamcha shat themselves over how easily Tien defeated Tao so he can't be that much weaker than them.

He'd at least have to be a good distance above Drum to be that confident in defeating Tenshinhan as well, imo. He's obviously not FP young Daimao or anything, but weaker than any Piccolo is severely undercutting it.

Yamcha and Krillin most likely shit themselves because of Tien's progression in power. Can Yamcha and Krillin can even sense Chi at this point?

I'm not even sure if I'd say he's above Old Daimao, much less Young Daimao upon having his youth returned. I dunno. Cyborg Tao just doesn't seem that impressive to me.

Like I said, even Goku gave Ten some credit for one-shotting him though. I don't see what'd be so impressive about that if it's basically about as much of a feat as Roshi beating man-wolf.

Goku said from the beginning that Ten could beat Tao. But the ease with which he did it does seem to be of note, so I see little point in deeming him that weak. The feat itself of beating him isn't treated like Tao was disappointingly weak like Panputto either, so while there's a big gap for sure, he really doesn't seem like he was an ant by comparison to Ten. Even Panputto was used as a measuring stick to display that the turtle students had gotten really strong without knowing it, as well.

Then that comes down to what's considered "weak" by this point. I don't think being around Old Daimao is weak, it just isn't anything special. Tien being able to one-shot someone around the level of a guy that nearly wiped Goku out with less than half of his power 3 yrs before is impressive. That's how I see it.
