Dabura's statement about Shin and Kibito

Context: talking about how Yamu and Spopovitch were followed by Goku and co.
Dabra: “Seems they’re trying to hide from us…In total…there are 7. We can’t use Kaioshin and Kibito’s energy…But 3 of them seem to have marvelous energy…”

Why their energy can't be used? Is that they are too weak?

Given that he killed Kibito effortlessly and he probably knew Kaioshin is a weakling as well then why not?

Well, Bobbidi talked about his "father's notes" when he was warning Boo about sealing him away. That might've had info on the absorption or how Kaioshin's power isn't always a good thing for Boo.

By that logic, shouldn't South Kaioshin have weakened Boo as well? He has the same type of Ki as Yeast and Dai, after all.

You know, this kind of made me notice something. What if Boo's Ki is "Like a lie" because he has God Ki on him? Both Fat and Super Boo have Kaioshins on them, and both were hard to have their power gauged.

So not necessarily. For whatever reason, they can only use pure energy to revive Boo.

None of them had an issue measuring Super Boo once he started fighting for real. Gohan knew he was above him before the fight began.

I figure when they stab the meter into someone with God ki, it simply won't pick it up. Debra says they literally can't use it. Absorption is completely different as EV said.
