Both Sidious and Yoda are nearly equal in both duelling and Force power, whereas Windu is at least on par with them, if not superior via word of God stating Windu > Palpatine. The two Jedi would have a guaranteed victory.

I wouldn't say he was exactly toying with Mace. Holding back some ability perhaps, but not toying. Windu is noted as one of the best duelists in the order and often used as a benchmark for comparison to other top tiers such as Yoda and Dooku in supplementary material. Not only that, but Lucas himself even implied that Windu may be capable of overpowering Palpatine.
