Well the Namek Warriors were over ten times stronger than King Piccolo and the super elite ones like Nail are Ginyu Force level.

It just depends on how much stronger you think a warrior Namekian would be compared to a villager. However, I can't see post-unlock Dende still being weaker than the majority of DB given Gohan and Kuririn's boost. Especially since Dende seemed to have a flight speed faster than Start of Z Goku.
