Vegeta was the only one who noticed his dip in power when he became Super Saiyan 2. The way he reacted was almost like he was surprised, which wouldn't be the case if Super Saiyan Gohan was already shown to be much weaker. Goku couldn't even tell if Gohan's power went down or not.
