Yes. Sometimes i have a bit below, like 45% or so. But still a ~2x boost.

Add to that the fact that Piccolo Daimao was much weaker than Kami, even at his prime, so he got the short end of the split.

With that said, I doubt Piccolo was at 50% of 17. SSJ Vegeta described Imperfect Cell as "absurdly powerful", implying he is weaker by a wide margin, and Piccolo (post-Kami) was much stronger than that.

Cell felt he needed to hide from Vegeta and even said he ought to hurry after seeing his power, so i don't think Vegeta is weaker to a point Cell could handily strike him down and absorb him, like he'd have done that moment if he could.

The Daimao/Kami is odd shit, though.

It's the same quote. And it's never stated he'd beat them.

Might survive =/= Might win. Gotenks survived Fat Boo, after all. It's also possible Guru was counting with Piccolo training after fusing with Kami, considering Saiyan Arc Kamiccolo wouldn't even be 1/3 of Vegeta's power.

He probably meant he'd have lasted long enough against Nappa to stay alive till Goku arrived.
