Don't you guys think this whole "Gods shall not interfere with Mortals" is starting to get old?

I mean, Gowasu pointed it out to Zamasu about Kaioshins, and now we have Whis saying the same about Angels to Merus. Even the one God who IS allowed to interfere is notoriously lazy and will only step in if another God (Zamasu) is involved.

I am personally a bit sick of this convenient excuse so that the Gods won't act unless their personal agenda is shaken.

It's a fatal flaw of DBS trying to mess with the franchise's formula by presenting a certain cap beyond the level of the main cast, since it causes more contrived means as to Beerus can't act as a literal deus ex machina (and, in cases such as DBS Broly, barely offer an excuse at all).
The Angels not being able to fight at all also brings into question what the point of their role even is. To guard the Hakaishin and reverse their mistakes? Okay, so what's the point in putting in place this safety measure if a Hakaishin is almost expected to be irresponsible at such a job to need a reset button? Is it to train them in godly matters? Okay, then why don't either their predecessors or the Daishinkan do so instead?

Beerus clearly interfering with mortals in his debut arc and not getting reprimanded also makes it apparent how pointless this rule is.

I think the issue is that Beerus and Whis hang around with the gang way too often. When they're constantly in the vicinity of major battles the tension lacks because you always feel that Beerus and Whis will eventually get involved.
