Piccolo was said to have improved massively from training in the RoSaT but was no match for Cell and assuming we take Piccolo's line on Kaioshin being "dimensions too different" from him to heart....

Piccolo is stronger than Kaio-Shin, in my opinion so Cell one-shots. Even 1st Form Cell could win this.

In all seriousness, I guess Kaioshin would win if this is the Cell that clowned Trunks and Vegeta and not the one that fought Goku.
