I'd say Evil Boo based on feats but Kid Boo based on statements.

Pure Evil Boo? He is weaker than Fat Boo; Pure Boo would win with little difficulty.

Kid Boo easily takes this. He is weaker than Fat Boo who in turn is weaker than Kid Boo.

Wrath Boo should be around half as powerful as Kid Boo, I'd say. Kid Boo is about equal to SSj3 Goku, and if you've got Fat Boo somewhere rivaling that Goku, giving Wrath Boo a majority of Fat Boo's power would end up roughly around half of Kid Boo.

Fat Boo is not implied to be well below Pure Boo, in fact there is hardly any comparison between the two. We know Goku can beat them both with a full power Kamehameha, and we know that Goku vs Fat Boo was not a serious fight.
