I mean considering they implied Goku > Super Boo > Goku, then I'd say they're certainly dumb enough lol.

That's probably due to the fact that they have many script writers tbh, and many of the lines are just taken verbatim from the manga. Toei later stated in their own animation comic that Vegetto > SSJ4, so I don't think they truly believe it... plus there's not much evidence even anime Kid Boo is multi-fold Gohan-Boo and Galu laments that he should've taken care of him when he was Vegetto, which likely means Galu is weaker now that he's unfused.
