He used it against Kibito because he was in the presence of a god amongst gods who allowed him to overcome his barrier for a short while. Dabura wasn't even worth being in Lord :bitch's crew and Fat Boo lacks too many chromosones for Gohan to be at his best against.

Serious answer: Because it takes too long. I mean, it took forever for him to transform against Base Kibito and the audience was even booing. Dabra or Boo wouldn't sit their asses there and wait.

What seals the deal about the retcon for me is Goku and Vegeta not knowing Gohan's strength, though. Though this is at odds with Shin paralyzing Gohan. Unless :bitch and Bottom Bitch Yamu filled the meter with Base Gohan? I mean, the Base Saiyans were called marvelous energy.

I don't believe that to be true.. The actual transformation only took 1 page, it even reminds me somewhat of Gotenks' SSJ3 transformation in the RoSaT. He was still talking to Kibito at the start, he wasn't actually transforming.

Assuming it takes as long as GS is implying, there'd be nothing to stop Dabura from spitting on Gohan whilst he's in the middle of the power up.
