For what it's worth, in the anime filler, Freeza seemed to power up when he blew off his battle armor.

Sometimes it's cool to imagine his Initial True Form at 1%, and all of his Suppression Forms being beneath that percentage. But that's kind of hard to work around with the Daiz numbers and all.
