Cell: “You’re a quick little brat…! How about I go all-out, in speed at least?”

Also, Tenshinhan implies it's necessary to use a lot of power to go full speed:

So, since Cell was using all of his speed, was he using a power close to his full power against SSJ Gohan, thus his full power isn't worlds above Gohan? Discuss.

He meant his full speed at that specific suppressed level of ki.

Whilst possible, I think it's likely he just used the full speed of his suppressed state, I guess. He still taunts Gohan right after seeing how this latter could take the Senzus from him without him even realizing it, still believing his full power would be enough to give him the upper hand. That wouldn't make much sense if his speed would still have stayed the same, even more when he knows Gohan SSJ could already react to his "all out" speed level.

I think Cell only used all of his speed available at that level.

I definitely have Full-Power Cell being way faster. His power-up was gigantic, so his speed should've went up as well. The Anime's portrayal (Cell punching Gohan in the face with blinding speed) of it was pretty accurate, imo.

True, forgot about that. He couldn't even see Gohan stoling the Senzus from him but thought he could beat Gohan.

The anime did good on the coment at Cell's speed tbh. This is one of those moments were the Anime did it better along with Piccolo and the earthlings manhandling the Cell Jrs.

It seems to me that none of the Z fighters shown to increase their speed without power their ki up like it takes two of them to work actually. I remember that Beerus was using his 70% power and increased his speed later on without actually increasing his power.

I don't think the likes of Goku would be surprised by his power up if they knew his 100% speed.

If someone like Reacoom can boost his speed to blitz Vegeta, I'm sure the guys that can change their power on the whim can. I recall Goku increasing his speed while fighting Ginyu as well.
