I'll say Jill takes this. She kicked her own ass and still managed to be a menace in the hospital to Dewey, Gail and Sidney. I say she can take Mrs. Loomis hand to hand.

The worst part of that hospital scene was Jill literally lifting Sidney up and tossing her into the wall like a small child. What.The.Fuck. That is supernatural villain strength if I've ever seen it, especially coming from a girl that's probably 100 pounds soaking wet (hehe) with Sidney weighing at least 120.
Anyway, I think in an all-out fight, Debbie Salt would take this. She's a mother out for revenge, and that's extremely dangerous. Jill is stupidly strong at times, but she's just still a little girl with much to learn.

I would like to point out that Debbie Salt was one of the only killers who did NOT require a headshot to kill. She was already dead there. As a result, she might have lower stamina and toughness.
