SSJ2 Gohan has shown three powers:
1. The power he used against Dabura. The rigid hair shows it is not exactly
SSJ1, whereas the lack of sparks shows it is only a small part of his SSJ2
power. Considering that, as AT has said as well, SSJ2/3 are just power ups
of SSJ1, there is no clear distinctive line between the forms. Therefore, i
don't think it's unreasonable at all to embrace my SSJ1.5 theory. Against
Dabura, Gohan was something between SSJ1 and SSJ2.
2. The power he showed when he was prison bitching Cell. It was not his
full SSJ2 power. Gohan did not need further rage at that point to access
his full SSJ2 power, he just didn't feel like going full effort. Considering
the presence of sparks during his Budokai transformation, i believe that
he also showed the same power when he transformed for Kibito. Vegeta
said that he was stronger when he killed Cell (referring obviously to the
beam struggle burst), because it was only at that moment that Gohan
decided to show his full SSJ2 power. Of course, 7 years later, because
of his lack of training, he needed intense emotions to reach his full SSJ2
power. Even that sparky power he showed at Budokai was not something
he could do at any time, which is why he didn't against Dabura. At
Budokai, he had a little leftover anger from the scene when Spoppo was
prison bitching Videl.
And, if you think that the ''leftover anger'' theory is not proven, remember
Goku at Namek going SSJ again in an instant, without being angry anymore,
even though he later clearly stated he couldn't access his form anytime at
that point.
3. His full SSJ2 power. That was not a ''rage boost on the top of SSJ2''. It
was just his full SSJ2 power. At Cell Games, he had had it all along since
the moment he transformed. In the beginning, he only showed a suppressed
effort. During the beam struggle, he was scared of destroying the planet.
Alas, he only showed that power during the final moments of the beam
clash. This power is greater than SSJ2 Goku/Majin Vegeta, as both Goku
and Vegeta implied 7 years later, which means SSJ2 Kid Gohan is the first
and the best Super Saiyan 2 (yaaay).
