Goku (22nd Budokai) vs. Muten Roshi (young)

It's tough to say, I don't really think Jackie Chun is all that much weaker than Goku at the 22nd and Roshi speaks as if he was superior when he was younger so I'd lean towards Roshi being stronger.

How much stronger though? Not sure...

Mutaito > Roshi / Tsuru > Goku 22nd Budokai is generally what I go with.

Then you have to consider if Goku got a zenkai from his fights with Tien / Tambourine. Becomes very, very messy.

Roshi's quotes only implies that Mutaito is stronger than himself. I did not think that Goku get a Zenkai, so I would give this to Goku.

Goku ( 22nd Budokai ) > Mutaito > Roshi ( Prime ) ~ Tsuru ( Prime ) > Roshi ( 22nd Budokai ).

There was a vast gap between Tenshinhan and Roshi so I think Goku takes this

Roshi says even when he was younger implying his younger power was greater.

Roshi (old)- 7.5
Roshi (young)- 8.5
Goku (22nd)- 9

Does Young Roshi know Kamehameha? In the beginning of the series, he said he needed 50 years to master it.
I think that implies Young Roshi couldn't do it.

Roshi was already competitive with Goku's power at the 22nd Budokai self. No reason his Younger version wouldn't be a hell of a lot stronger.
