Goku Base (ToP / Manga) vs Caulifla SSJ (ToP / Manga)?

I don’t know. It’s not very clear if Goku got stronger vs Goku Black since the saga focused on mastering SSJB, and Freeza being SSJ doesn’t help either since we don’t know how RoF went in the anime.

Caulifia stomps. Goku and Vegeta didn't get much stronger in the FT arc so all SSJs, excluding Kale should be around the same level.

We know the Super Saiyans had gotten much stronger given that Super Saiyan Goku was casually handling the Pride Troopers all at once whereas Frost needed to fully exhaust himself against Universe 9's fighters even when he caught them completely by surprise. I think the Goku Black saga speaks for itself when Blue Vegeta was weaker than Super Saiyan Goku Black and then managed to overpower Rose Goku Black after his training.
Whether that means the Base Saiyans can beat Super Saiyan Caulifa, I have no idea. Base Goku was roughly on par with Frieza during RoF but that was when Golden Frieza was moderately stronger than Blue Goku. During ToP, he's blatantly on par with Perfected Blue Goku which can leave some room for him to be relatively close to Super Saiyan Caulifa while still being stronger than the Base Saiyans.
There's really no way to answer the question though since we aren't given enough concrete information. I think the difference between Blue and Perfected Blue is less than the difference between Base and Super Saiyan, so Super Saiyan Caulifa should logically be stronger.
