ToP Golden Freeza I could see beating Cell, just based on him being portrayed as a much smarter and more durable opponent then normal.

Agreed. I figured it would come down to FnF vs ToP Freeza, because of the reasons you said plus fixing the stamina issue.

I'm going with Cell here. Having some of Freeza's mind in him will definitely help him stay ahead in a even fight.

I'd probably give it to Cell. Freeza's greater experience will give Cell a lot of trouble even with him having all of Freeza's techniques and more considering Goku could still make things near even with him despite the power disadvantage, though Shunkan Ido would be a difficult one for Freeza to find a counter for and (much like Cell Arc Vegeta), Freeza has the type of personality Cell could definitely manipulate when knowledgable of his flaws.
