So you think Tao getting "serious" the 2nd time was just because he wasn't using the Dodonpa? If that was the case why did Goku ask "I thought you were already serious?". Goku knows he can use Dodonpa, so if using your strongest Ki attacks means "getting (really) serious" then Goku would have known Tao wasn't serious.

Yes the transition is basically this.

1) Serious - Fighting all out in power and speed
2) Super Serious - Using strongest attack, Dodonpa is his trump card
3) Desperate - He admits defeat clearly after Goku blocks Dodonpa and tries to kill Goku with a weapon.

I don't see how Goku wouldn't realise Tao wasn't "super serious" considering he knows about dodonpa. It seems pretty clear that serious in this case meant not holding back power, not just holding back his special move.

If Tao had more power and speed to show, he wouldn't have to resort to his ultimate attack. His first " serious " showing is all he is capable of in terms of speed and strength. This is why Goku mocks him when he says he is " seriously serious ".

That doesn't answer the question though. If the only thing separating "serious" Tao and "seriously serious" Tao is the dodonpa, Goku asking "I thought you were already serious" doesn't make sense, since he knew Tao wasn't "seriously serious".

And why would Tao attack again anyway? If he had no more power or speed to show off, he had nothing to gain from attacking Goku again. He's shown that if he knows for a fact he can't win, that he'll resort to trickery. As soon as the sword failed he would have done his whole giving up act right then, but instead he goes for one more round before he's 100% sure he can't win in a fair fight.

Tao, like most characters rate their ultimate attack as a superior form of attack compared to a hand to hand attack.

There's a big difference between someone beating you hand to hand and then someone brushing off your strongest attack with ease.

Think SSJ Goku vs 50% Freeza and how Goku tanked his death beam.

If Tao had more power and speed, attacking hand to hand would be worth doing because it would be a new option.

As of now, hand to hand is not an option anymore to Tao because he is clearly inferior.

Tao trying to kill Goku did no better than Gohan trying to simply defeat Goku, with even his dodompa being blocked.

Gohan would clearly win to me.

Yea nothing really suggests that Gohan is any slower than Goku. He's right there with him.
