How did Gotenks get so strong?

I think most people on here go by Base post > SSj pre, including myself. However, Piccolo doesn't remark on the individual kids' strength at all, and only on Gotenks'. Does this mean that fusion boosts aren't linear, or did Gotenks himself get stronger?

Piccolo said a small gain from the kids, it will be more for Gotenks. Gotenks is weak as hell compare to Fat Boo in base.

Context: after Gotenks returns from fighting Boo
Gotenks: “I got the tar beaten out of me…”
Piccolo: “Alright, your fight with Majin Boo is 1 day from now! Until then, train as much as you can! If you get even a little bit stronger, it will be more effective when you perform Fusion. Got that, you miserable little punks?!”

Even though I basically go with Base post > SSJ pre, there really isn't a whole lot of evidence beyond that one statement by piccolo to go on, and it's hardly definitive.

But yeah, whatever boosts the kids get is greatly amplified by gotenks.
