How does Goku do to be so good?

Goku forgives Tao Pai Pai.

Goku gave Piccolo a hermit seed at the end of TB23.

Goku was willing to forgive Raditz.

Goku asked Krillin not to kill Vegeta, despite knowing that he had killed and destroyed Planets.

Goku asked the Ginyu special forces to leave Namek.

Goku not only forgave Frieza, but also gave him a bit of his energy, despite knowing that with that little bit of energy, he was a danger to the Universe, also knowing that Frieza had killed millions of beings, including his best friend. Goku still spared his life.

The truth is that he impresses me a lot, how does he do it? I just see a little injustice and I get very angry.

Goku's heart is so pure that he ends up feeling pity for everyone and that is why he always forgives.

How can you have a pure heart?

Sparing Tao Pai Pai was the one case here that was pure naivete. The rest have a lot more going on with them.

He made it apparent why he spared Piccolo, being that he didn't want Kami and the Dragon Balls to disappear, as well as to a lesser extent not wanting to get rid of the only person who could still rival him.

With Raditz, Goku had just learnt a whole lot about his true heritage and even seemed slightly irked when Raditz mentioned their parents being dead. On top of killing a family member being something he'd be conflicted about, Goku seems to consistently be against killing people when they're down and begging, likely through a mixture of both the morals Gohan taught him and what greater appreciation of life we can infer he learnt from Popo. The case with Freeza is very much the same, but with the additional aspect that Goku gave him only enough that he could leave and told him never to bother him again. There's also the fact that him sparing Piccolo and Vegeta had ended up being a positive thing and could have influenced Goku taking a chance with Freeza, particularly after what rage he had subsided with him becoming bored of the fight when already proving that he was superior to Freeza.

Goku admitted his reasons for sparing Vegeta were purely selfish, only wanting him to live due to his Saiyan blood not liking the thought of killing off someone so strong.

The Ginyus may have hurt his friends, but the damage was quickly erased and the examples of those he'd spared prior had done far worse to him.

In short, most of his cases of mercy usually have to do either with his own gain or very situational factors.

Goku has regressed so much since like Cell/Boo
Cell/Boo Arc Goku's characterisation is actually pretty consistent with his past self when looking at the rationale behind his actions. It's only really Super that's caused major regression to his character.
