Nah in both the manga and anime he's always around SSG level because he couldn't last long without his time skip against SSBIn the manga, he’s around SSJ1 Goku, and although he can power up to SSJG Goku’s level, he couldn’t maintain that power for long, just like 100% Freeza. In the ToP he’s gotten as strong as SSJB Goku after training his hand to hand skills.
In the anime he always equal to SSJB Goku.
yeah developing his current time skip i'll let him having 1000+ years of battle experience go but he's still outmatched in terms of physical might piccolo even said that somehow he's found a way to improved his technique in the middle of battle without any boost to his raw powerHit was below SSJB Goku before "developing" but it wasn't by a huge amount. He was fighting pretty well evenly with Goku and Goku only got the upper hand at the end.
