How strong is MUI Goku?

Goku says Broly is the strongest guy he faced in the movie, meaning he's stronger than BL Jiren who rivaled UI Goku. Yet Current UI Goku is stronger than anyone else in the universe, besides maybe Granola? He can't possibly be getting stronger with the form since he's still learning how to use it, can he?

Why not? He's getting stronger so his UI should be as well. The manga has given us a pretty good idea of how strong Goku and Vegeta are now compared to their tournament selves, so UI has to be stronger than before.

Not to mention Goku trained for six months with Merus in the RoSaT.

But that’s not how it works. Goku couldn’t even tap into the form at will, so powering up his weaker forms should be building a stronger base to maintain the form at this point.

He couldn't even tap into Sign at will during the tournament but now it's like Super Saiyan. Does that not imply he's gotten at least a little stronger?
