How weak were Goku and Cell post KHH?

After the KHH, Goku and Cell had a fairly even battle. How worn out were they?

The KHH was likely the major factor of going down to the level where a Cell Jr. could stomp him. Logically, they should be no higher than Piccolo's level at the time based on this, considering Big Green wasn't getting kicked to the curb by the Shello Babies. Probably no higher than 30-35% of Galu's max at the time.

Trunks still thinks Goku would need a senzu, PLUS have everyone gang up on him. Does he know Cell is hiding power?

I guess he probably would, unless somehow shooting a few Ki blasts is more taxing than firing an amped technique. Then again, Trunks is kind've like the Cell Arc's equivalent of , so take his words how you will.

At 23rd TB, Goku could fire a KHH without getting tired. Furthermore, Trunks thought
he still needed their help. That's why i think he wasn't less than 90% of his power.
Cell was at 80% of his power, which made the fight more even than before.

23rd TB isn't the best example of consistency, or you'd have to think Galu had better durability than Raditz does.

I'd put Cell probably about 90% of full power MSSJ Goku, Goku probably being 80-83% his full power.

Both would still stomp Vegeta one on one...who is probably at best 66% of Goku's full power.
