She was a gimmick fighter who's only real sort of "strength" came from her sexuality. Aside from that, she only showed herself to be a reasonably skilled fighter.

I just can't see Goku at the beginning of the series losing to the likes of her.

At least Mr. Satan was touted as the world champ and even with the huge drop in the level of competition, I don't think it applies to Ranfan.... and Videl is even stronger than that.

The fact that she can even scratch someone who was on par with 21st Goku puts her leagues over the likes of Mr. Satan and Videl, gimmick or not. Ranfan certainly applies seeing as she was a quarter finalist in a time where defeating a black belt bear in the preliminaries wasn't looked upon as an incredible feat.
