I’ve been wondering about the gap between SSJ3 Gotenks and Super Boo. Gotenks gives Boo quite a pounding, but Boo was stalling for Gohan to arrive… letting Gotenks think he had a upperhand was also crucial to his plan so the boys would fuse again. Maybe Gotenks and Boo are equals after all.

I’ve checked the fight to see how Boo worked out his plan. After the thing in the Lookout when they play volleyball and Gotenks nukes Boo to the ground, he tells Boo to come off already because he’s good limited time. There’s a panel showing Boo’s surprised reaction to that. He does mention overhearing that later too when explaining his evil plan to Gohan. This might be the point when he started stalling.

But on the other hand, I think we both agree Boo sensed Gohan’s power before he even entered the Rosat, when Gohan threw that fit. What if he was just dragging the fight waiting for Gohan to arrive? He does single out Gohan as the one guy to have surpassed him, after all.

But how would he begin forming the plan well before even knowing he'd be fighting Gotenks again, and a powered up one at that?

Right when he arrived in the Lookout he was told he’d be fighting a strong opponent if he just waited. I remember EV made a thread recently and there was a consensus that Boo’s tantrum when he broke the sand clock was when he sensed Gohan and started making his plan. He probably betted on Gotenks being strong enough to turn the tables, and the bet paid off.
