Ignoring BoZ what power levels would you give to 23rd Piccolo and Goku?

I don't even remember all the powers up and training that went on in Dragon Ball but 400 at BoZ seems so low.

If Farmer is 5 and i go with all Early DB power scaling from there, i give them 700.000 each.

If a human is 5...Piccolo Daimao is probably close to a hundred thousand, 23rd Goku and Piccolo Junior at least a million or two.

Piccolo Daimao could create Atomic Bomb sized blasts.
