For instance, Tambourine being above 22nd TB Tenshinhan is unlikely, Oozaru Vegeta >>>> Zarbon/Dodoria and there's no way Dabura > SPC. It can be taken as a trend in Toriyama's writing (or Shonen in general since it was a trait originally done by Ring ni Kakero and Kinnikuman), but not as an absolute rule.
