Not that, but it's arguable that was the intention with Dabra or at-least Perfect-Cell.

I don't have a problem with that as long as their origin is enough to convince me that they're really strong. Dabura is the King of the demon world so you can see the hype there for his strength which is convincing enough to be comparable to Cell. There's also like the Androids being stronger than Frieza and SSjin Goku which isn't convincing enough IMO.

Yeah, i think we can safely assume the minions are generally a measure stick to the heroes' gains.

- Yamcha and Roshi are worried Goku can't beat King Chappa despite him beating Tao 3 years ago;
- Saibamens are as strong as Raditz;
- Kui is as strong as Saiyan Arc Vegeta, and Dodoria and Zarbon are even stronger than that;
- 19 and 20 are arguably above Freeza before absorbtions
And the list goes on.

As for Dabura, i don't think he is > Super Perfect Cell or even Regular Perfect Cell. I think the true big minion of the Buu Arc was Majin Vegeta, with Dabura being there only for the hype. His introduction gets all shat on after they enter the Spaceship, after all.

Meh maybe equal to or slightly above the hero that way the sense of danger would be greater represented.

It's a common pattern, but not entirely concrete. For instance, Tambourine being above 22nd TB Tenshinhan is unlikely, Oozaru Vegeta >>>> Zarbon/Dodoria and there's no way Dabura > SPC. It can be taken as a trend in Toriyama's writing (or Shonen in general since it was a trait originally done by Ring ni Kakero and Kinnikuman), but not as an absolute rule.

Whilst that's true, Drum was introduced during the arc's climactic stages, whereas other henchmen above the previous villain were introduced during the initial stages, so Drum doesn't fit the mould anyway.

Tenshinhan did say something to the effect of "I'm just fighting a hench-meng, not even PD himself...[and I'm still losing]", so it kind-of is supposed to get the same point across I guess.
