Is it just me or is this statement implying Tenshinhan is close to Base Goku?

This is more of a crack thread than anything, but I just remembered this statement.

Chapter: 502 (DBZ 308), P7.1
Context: talking to Goku after knocking out Tenshinhan
Boo: “…That guy just now was apparently quite a master, but he was reduced to that state in just 1 one kick…You’re making some empty boasts…Frankly, no matter what you try, you absolutely won’t be able to even inflict damage on me.”

Is it just me or is Boo telling Goku something along the lines of 'That guy I just one-shotted was super strong, how are you supposed to fare any better?"

If Tenshithands is close to base Galu that would make him stronger than pre-Z sword base Gohan, which I really doubt AT rolls with. In fact, AT says pretty consistently in interviews that Kuririn is the strongest earthling, and Kuririn's never presented any feats to put him anywhere near Boo arc base Saiyan tier.

1) He was saying that even though Tenshinhan was supposed to be a master, it didn't matter, so regardless of how strong Goku should be in comparison, it won't matter either.

2) He was mocking them.

I think it's the latter, personally.

It's just Boo saying that both Tenshinhan and Goku are ants compared to him, rather than a direct comparison of the two.
