Is Piccolo < Base Saiyans possible?

Following all of the Boo Saga's implications, is it actually possible to have the Base Saiyans > Piccolo? It definitely seems to be implied due to Vegeta stating his superior position doesn't change despite not being able to go Super Saiyan, and Gohan himself saying he wants to win, inviting Piccolo, yet still making the no Super Saiyan rule.

However, the thing that contradicts this in the Boo Saga is the base kids having trouble with 18. You could argue that they were restricted by the suit, but even still they shouldn't be far above her because it was implied that they needed to be SSj in order to one shot her with a ki blast. Gohan is also shown to be greatly pressured by the kids in equal forms, which means they should be pretty close to him. But, Piccolo before the RoSaT was completely equal with 17, who is stronger than 18, and then was stated to be on a completely different level after the RoSaT. At the very least, he should be as strong as 16. All of this seems to make Piccolo < Base Saiyans unlikely, implications be damned.

Does anyone have anything to say about this?

I've thought about that before, and while it's possible, it is never stated or implied that 18 got stronger. I don't know, maybe when she feels like it, she can become stronger.

And also, it'd be very weird to have 18 > Piccolo.

But how exactly do you make it fit numerically? If the kids can give Gohan a good fight, yet the base kids are around 18, how can base Gohan be > Piccolo?

Even if Piccolo is stronger than them all, there's a chance that Piccolo will be eliminate or let them win. But in Vegeta's case, he's gonna cheat without a doubt.

Piccolo outshone Post RoSaT Base Goten and Trunks who aren't far below Gohan so i don't think Piccolo is weaker than Base Saiyans. Is it possible? It definitely is, considering we're talking about Boo Saga which is officially included as a synonym to clusterfuck in the dictionary. Is it necessary? Hell no.

The suit can just be a huge hindrance. Like when Beerus was wearing the Monaka suit.

All I know is that base CG Gohan > base DBS RoF Gohan >>> Piccolo. We can interpret the less clear things in light of that.

A little off topic but Beerus did not even sense Goku. If you rewatch the scene in DBS, it is clear. Even if he did (he didn't) RoF retcons it

DBS Gohan kept training. It was stated. And he is also stronger than Gotenks anyway, so it'd make sense for his base to be >>>>>> Piccolo.

Who cares whether Gohan kept training, Trunks tells us his CG self is stronger. There is no reason to believe Gohan is stronger than Gotenks.

The costume only affected the kids' movement, so if they were capable of one shotting her with a ki blast in base, I imagine they would've done that instead of going Super Saiyan. Plus, Cell Games Future Trunks was > 50% Cell Games Goku, yet still needed to go Super Saiyan to destroy the Future Androids and Stage 1 Cell. At best, I see the kids being on par with 17.
